Okay, all that's good and well. But what about in co-located situations where you've got hardware owned by different companies all together in the same DC?
Once someone's allowed in through the door, they've potentially got access to other company's servers etc. And if the racks are locked with a key, you've got the problem of managing keys to deal with.
