Having Jerusalem on your list is somewhat questionable, as Israel's high-tech infrastructure differs vastly from what you would find in 3rd world countries. Israel has a very high-tech oriented environment, and while the threat of terrorism is there, this is not something that has a serious chance of affecting daily operations.

The article lacks statistical support to determine that Bogota, Colombia (not Columbia) is the first place in the list like " dangerous city for services of outsourcing". Colombia has a privileged geographic position for data center services and redundancy in communication channels and I do not know the first case reported in which some terrorist attack or something like that has affected the benefit of some outsourcing.In addition, in Colombia they have operation among others companies like Telmex (Mexico), Telefónica (Spain), France Telecom, etc. that would not guarantee a correct operation of being certain what assures the article.

I have never heard that a terrorist attack in India disrupted the support to US customers. In today’s world, terrorist attacks have become imminent in most of the developed and developing nations.

Terrorist attacks that happened in London do not imply that London is not a safe location to run businesses and that they should move their support services to a safer locations to avoid disruption.

Failure of Enron, does not pose a black mark or question the credibility of power sector companies in US. On the positive note, it now demands more accountability. Similarly, debacle of Satyam should not question the credibility of outsourcing companies; it should rather bring awareness in defining the credibility terms and accountability of the outsourcing companies and draw in new reforms.

What is equally important is to understand that quantity does not equate to quality. Because India has the largest pool of English speaking graduates, it should not be implied that the quality delivered by all will be same and good. What I found in most of the offshore environments is lack on of transparency on the skill set of support personnel. Most of them are being trained on projects and lack out-of-the box analytical skills and are merely used to perform routine tasks which are documented.
